国有企业是社会主义经济的基础,人才资源是国有企业的第一资源。分析发现,辽宁省国有企业缺乏全球性吸引高端人才的国际化视野;企业高端人才比例和总量还比较少,适应国际化经营要求的高端人才匮乏,通过人才市场配置的企业高端人才较少,人才产业体系及其服务产业发展缓慢。因此,辽宁省国有企业应树立国际化选人、用人理念,大力引进海内外高端人才;加强对“走出去”人才的系统培养,强化高端人才培训;紧扣经济社会发展和产业建设重点项目,集聚引进国内外高端人才;完善市场机制人才政策,提高企业高端人才资源市场化配置程度;引进海外高端研发团队,推动高端研发人才的流动;不断优化人才环境,为引进企业高端人才创造有利条件;围绕东北老工业基地全面振兴,搞好国有企业的高端人才开发工作,特别是加大企业高端人才的引进力度,构筑辽宁省区域经济环境下的企业高端人才引进、培养与开发体系,造就高素质的企业高端人才队伍,为辽宁国有企业产业结构调整、改制重组、技术更新和产品升级提供人才队伍保障和支撑。
