“一带一路”作为中国提出的一个合作倡议,为国际治理体系的创新提供了新思路。要实现“一带一路”国际治理,必须做好沿线65个国家的沟通与交流工作。“民心相通”是“一带一路”国际治理的传播诉求,公共外交给“一带一路”国际治理提供了传播路径。本文在公共外交视阈下思考“一带一路”国际治理中的传播问题,提出微平台传播是“一带一路”公共外交的重要平台。它与公共外交的特点与理念契合,可以为“一带一路”国际治理提供复合传播渠道,有利于区域性公共外交的开展,从而达到“民心相通”的传播效果。此外,本文还分析了微平台传播的特征,并提出“差异性设计”“服务性切入”“意图隐匿性传播”等“一带一路”国际治理的微平台传播策略。
“Belt and Road” as a cooperative initiative put forward by China has provided new ideas for the innovation of the international governance system. In order to achieve “one belt, one road” and international governance, we must do a good job in communication and exchange in 65 countries along the line. “Common people ” is “the Belt and Road ” the appeal of the spread of international governance, public diplomacy to “Belt and Road” international governance provides a transmission path. Under the perspective of public diplomacy, this article considers the issue of communication in the “Belt and Road” international governance and proposes that the spread of micro platform is an important platform for public diplomacy along the “Belt and Road”. It is in line with the characteristics and concepts of public diplomacy and can provide a compound channel for the “Belt and Road” international governance and is conducive to the development of regional public diplomacy so as to achieve the dissemination of “commonalities among the people”. In addition, this paper also analyzes the characteristics of micro-platform communication, and proposes the micro-platform communication strategy of “One Belt, One Road and One Road” international governance with “Differentiated Design”, “Service Access”, “Intentional Concealment Transmission” .
