目前,国有企业的激励约束机制存在有效激励不足、企业内部人控制严重、监督机制弱化等弊端,与完善的现代企业制度还存在不小差距。深化国有企业改革,关键是要形成有效的激励约束机制,促进企业效益提升。要以深入推进企业人事制度改革为抓手,实行企业领导人非官员化,完善薪酬体系,建立内部职位竞争机制,打破企业内部僵化稳定状态。以推行混合所有制为促进机制,强化监督,以形成政府、法律部门、企业内部及社会多层次立体监督体系为保证。
At present, there are some shortcomings in the incentive and restraint mechanisms of state-owned enterprises, such as the lack of effective incentives, the severe internal control of the enterprises and the weakening of the supervisory mechanism. There is still not a big gap with the modern enterprise system. Deepen the reform of state-owned enterprises, the key is to form an effective incentive and restraint mechanisms to promote business efficiency. It is necessary to deepen the reform of enterprise personnel system as the starting point, implement the non-official business leaders, improve the pay system, establish internal competition mechanism to break the rigid internal stability. To promote the implementation of mixed ownership system, strengthen supervision, to form the government, legal departments, enterprises and social multi-level three-dimensional supervision system as a guarantee.
