当SARS随着春天的远去而开始谢幕的时候,人们的生活在短暂的波折后逐步恢复了正常。在医学家们仍忙于寻找SARS疫苗和完备的治疗方案时,社会学家们也开始了关于SARS对我国公共管理影响的探讨。对于政府改革的热望在短暂的休息之后,又以更大的热情迸发出来。事实上,经历过“非典”的社会生活,已经不可避免地发生了变化。人们从来没有像今天这样强烈的感受到,我们政府的管理理念在不自觉中在改变。SARS危机的突然性和暴发性对于政府的治理能力和反应能力构成了挑战:它冲击公共卫生体系和医疗体系,它挑战政府的公信力,它提出了政府如何在全球化时代和一个高风险的复杂社会中进行治理的新的课题。
When the SARS curtain call started as the spring went away, people’s lives gradually returned to normal after a short period of twists and turns.
