组织职业生涯管理(简称OCM)源于西方企业实践,是人力资源管理的一个重要方面,其在增进公务员廉洁收益进而预防腐败方面具有重要价值。我国学者在借鉴西方OCM研究的基础上,通过对国内企事业单位人员的访谈以及问卷调查,提出了我国国情下OCM内容的四维结构。OCM的理念和方法若被引入公共部门,其四维结构会分别在自我认知、职业培训、公平晋升和职业信息四个方面对公务员的现期收益、预期收益、廉洁的道德满足感产生积极影响,从而增进公务员的廉洁收益,进而产生预防腐败的效用。
Organizational career management (OCM) originated from the practice of western enterprises is an important aspect of human resources management. It has great value in promoting the honest income of civil servants and preventing corruption. Based on the research of western OCM, Chinese scholars put forward the four-dimensional structure of OCM content in our country through interviews with domestic enterprises and institutions and questionnaires. If introduced into the public sector, OCM’s philosophy and methodology will have a positive impact on the current returns, expected benefits and integrity of civil servants in terms of self-awareness, vocational training, fair promotion and career information respectively , So as to enhance the honest benefits of civil servants and thus have the effect of preventing corruption.
