加入世界贸易组织之后,我国的石油业虽然有了诸多的发展机遇,但是也面临着越来越多的挑战。在世界范围内,在成品油的流通成本上,我国的成品油流通成本要远高于国外的成品油流通成本,这严重影响着我国石油企业的进一步发展。在成品油的流通成本中石油的物理成本占据了很大一部分比重。但是在成品油的输送和运输过程中这一关键的过程中,缺乏统一的管理和经营,成品油的输送和配置往往都是靠管理人员的经验,不能科学的统筹规划,这样就导致了我国的成品油物流成本居高不下。据不完全统计,我国的成品油物流成本不合理的部分每年要达到亿元。在激烈的市场竞争下,如何降低和规划成品油的物流成本成为了当前研究的重点,下面进行详细的探讨。
