北京市从2013年启动改革,经过两年多的改革调整,北京市的鉴定管理服务体系改革已经初步显现了成效,收获了一些经验和做法,总结起来,主要有以下几点:一、改革完善鉴定管理体系,加强区县中心职能一是按照“统筹规划、合理布局、优化配置、适度超前”的原则,在2013年初出台了《关于加强职业技能鉴定管理服务体系建设的指导意见》,初步提出了“市—区—所”三层二级管理模式的概念。区(县)鉴定机构更名为区(县)职业技能鉴定管理中心,突出管理服务,参照市鉴定管理中心
