中国藏区首项生态建设立法一一《青海省生态文明建设促进条例》(以下简称《条例》)今年3月1日起施行。《条例》共分为7章、76条,首次对青海省生态文明建设的责任主体、规划与建设、保护与治理、保障机制、监督检查、法律责任等内容作出明确规定,如:第八条提出,生态文明建设是全社会的共同责任,应当发挥政府、公众、社会组织和市场的作用。《条例》规定,县级以上政府对领导干部实行自然资源资产离任审计,建立生态环境损害责任终 The first project of ecological construction in Tibet in China - “Regulations for the Promotion of Ecological Civilization Construction in Qinghai Province” (hereinafter referred to as the “Regulations”) came into force on March 1 this year.
