2008年,干部公选在沉寂了一段时间之后,似乎突然发力。6月,广西自治区面向全国公选35个厅处级领导干部;9月,广东省公选百名厅处级干部;而浙江省更是宣布三级联动开展涉及119个职位的干部选拔,是该省历史上以竞争选拔方式推出职位数量最多、涉及面最广的一次。而2008年的领导干部公选也加入了一些新的变化,带给世人一些新鲜味道:在南京市、在贵阳市,公选引入电视直播从而成为当地民众津津乐道的话题;贵阳市还公选了区(县)级的一把手——党委书记;北京市干部公选148个处级职位,所有参加面试者都需经过压力测试测评。这些2008年的干部公选在“量”和“质”上都有一定的表现,但是否如某些学者所说是“量的突破大于质的突破”呢?干部公选发展到今天,不论是身处其中的干部官员,还是一直都对其关注的专家,他们都如何看待?对此,本刊记者分别采访了几位官员和专家,将他们的看法一一集纳,以供读者参考。
