From the perspective of structural constructivism, the role of members in regional public goods is classified as material division of labor and social identity. The former is an absolutely objective and objective function of members in the interaction. The latter is the position of members in the conceptual structure, In cognitive reproduction. Members’ identity construction of each other determines their interests in the process of regional public goods supply and behavior. How members acquire their identities and how to consolidate their identities in this process is achieved through three stages of external force, individual interests and normative approval. The construction of identity not only affects the interaction between members, but also affects members’ attitudes toward the regional public goods provided and further complicates the supply process of regional public goods.
