In recent years, the South Korean government conducted a series of reforms on the social security system. I. Establishment of a minimum living security system In 1961, the South Korean government established a public assistance plan to provide the poor with cash and in-kind support in accordance with officially established standards. However, the recipients must meet the conditions of the “population age survey” and the property survey (in fact, only the elderly poor over 65 years of age). The 1997-1998 financial crisis exposed the shortcomings of South Korea's income maintenance policies. In 1997, public assistance was targeted at 3.1% of the population and the absolute amount of cash treatment was only half the official poverty line.
