改革开放以来,泉州市三资企业迅速发展,成为国民经济的重要组成部分。到今年上半年,全市开业的三资企业达1579家,实现产值达30.5亿元,从业人员达13万元。但是,由于劳动管理跟不上三资企业的迅速发展,导致部分企业出现劳资争议乃至怠工罢工现象,一定程度上阻碍三资企业健康发展,已成为我市利用外资工作中急需解决的一个重要问题。(一)当前我市三企业劳资争议主要有以下四种情况:一、经济利益争议。主要表现为资方以企业效益下降或职工劳动产品质量不合规格为借口,克扣或拖欠职工工资而引起争议。据石狮市总工会反映,石狮市一家三资企业的资方,今年上半年每月只发给工人60元菜票,30元零用钱,后经工人一再要求资方结算工资,资方不得已补发给每个工人600元并单方烧毁工资凭
