北京市南水北调工程每年承担着向北京市供水10.5亿m~3的任务,其建设、运行维护、征地拆迁及安全保障等经费均来源于北京市财政局。加强预算绩效管理、提高财政资金使用效益是市南水北调办重点工作之一。通过多年的改革创新,初步形成了事前有评估、执行有监督、事中有跟踪、事后有评价、结果有整改和总结有应用的全过程控制财政项目绩效管理格局,在总结与分析现状问题的基础上,分别提出了充实与培养专业技术人员、项目绩效目标标准化设置和逐步完善存货管理岗位责任制等对策和建议,推动了北京市南水北调事业健康发展。
The water diversion project in Beijing Municipality undertakes the task of supplying 1.05 billion m 3 of water to Beijing annually. The funds for its construction, operation and maintenance, land requisition and demolition and safety and security come from Beijing Municipal Bureau of Finance. Strengthening budget performance management and improving the efficiency of using financial funds are one of the key tasks of the city’s South-to-North Water Diversion Office. Through many years of reform and innovation, preliminary assessment of the formation of the implementation of supervision, there are tracking, evaluation afterwards, the results have rectification and summary of the whole process of application of financial performance control project management pattern, in the summary and analysis of the status quo On the basis, some countermeasures and suggestions were put forward, such as enriching and training professional and technical personnel, standardizing the performance of projects and gradually improving the responsibility system of inventory management, which promoted the healthy development of Beijing South Water Diversion Project.
