Lord Zhou is the younger brother of Emperor Wu of the Zhou Dynasty. He served his brother with great dedications and loyalties.
　　Jiang Shang, one of the major contributors to the establishment of the Zhou Dynasty, was appointed Duke in the State of Qi. Five months after his appointment, he returned to report local situations to Lord Zhou, who asked him, “why did you come to report so quickly?”
　　Jiang Shang answered: “I simplify the rites between superiors and underlings. Everything goes based on local customs. So it is quick to see the progress.”
　　Lord Zhou’s son Bo Qin was appointed Duke in the State of Lu. He came back to report local conditions three years later. Lord Zhou asked him: “What took you so long to report?”
　　Bo Qin answered: “I changed the customs and improved the courtesy in that place. The result could be seen after three years. So I cam late.”
　　Lord Zhou sighed and said: “It seemed that the State of Lu will be overpowered by the State of Qi in the future. If the policies are not simple and easy to be carried out, people will not be close to them. If the polices are gentle and easy to be implemented, people are glad to accept them.”
　　Later, the phrase “Ping Yi Jin Ren” gradually referred to people.
