为了给铁路卫生事业的发展、规划、决策与宏观管理提供科学依据,采用抽样调查和描述性研究方法,用电脑SYSTAT系统分析,对1983~1992年全路卫生人力资源的种类、拥有量、质量、构成、分布以及卫生人力使用与发展等进行分析与评价,找出了问题,提出了政策性建议。结果表明:铁路卫生人力资源分配不内,结构不合理,医护比例失调,卫生防疫人员偏少、学历偏低,业务水平有待提高。
In order to provide scientific basis for the development, planning, decision-making and macro-management of railway health undertakings, sample surveys and descriptive research methods were used to analyze the types, possessions, and quality of health human resources across the entire road from 1983 to 1992 using the computerized SYSTAT system. The analysis, evaluation of the composition, distribution, and the use and development of health manpower, etc., identified problems, and made policy recommendations. The results show that the distribution of railway health human resources is not within, the structure is irrational, the proportion of health care is out of balance, the number of health and epidemic prevention personnel is low, the education level is low, and the business level needs to be improved.
