雨果·布莱克于1937年进入美国联邦最高法院,促进了罗斯福新政后期最高法院司法立场的转变。他主张司法自制,强调最高法院要认清自身的角色和职能,不要干涉立法机关的活动;坚持对宪法第一修正案中言论自由的绝对保护;致力于推动民权的发展,为彻底废除种族隔离制度而努力。布莱克法官近34年的司法实践对20世纪美国宪法变革起了重要的推动作用。20世纪70年代,他被评为美国最高法院历史上最伟大的六位法官之一。
Hugo Black entered the United States Supreme Court in 1937, promoting the change of the judicial position of the Supreme Court in the latter part of Roosevelt’s New Deal. He advocated judicial self-control, stressing that the Supreme Court should recognize its own role and function, not interfere in the activities of the legislature, insist on absolute protection of freedom of speech in the First Amendment and commit itself to promoting the development of civil rights and the complete abolition of apartheid System and work hard. Judge Blake’s judicial practice in the past 34 years has played an important role in promoting the constitutional reform in the United States in the 20th century. In the 1970s he was named one of the greatest six judges in the history of the United States Supreme Court.
