总后颁发《基层后勤管理暂行规定》之后,基层后勤管理工作逐步摆上了各级领导和机关的议事日程。下基层蹲点抓管理已成为各级领导和机关的自觉行动,主官抓后勤管理也在许多部队形成良好的风气,这为强化基层后勤管理创造了良好的内部环境。但是,基层主官后勤素质“先天不足”的问题还没有得到根治。基层主官当家意识淡漠;重军事工作、轻后勤管理的现象还十分明显;短期行为突出,应付上级检查多,长期精打细算少;想管不会管的问题仍然存在。这些问题在一定程度上已经影响和制约了基层后勤的全面建设和发展。
After the general promulgation of the “Interim Provisions on Logistical Management at the Grassroots Level,” grassroots logistics management work has gradually been put on the agenda of leaders and organs at all levels. The grassroots management at the grassroots level has become a conscious move by leaders and agencies at all levels. The main officials’ logistical management has also formed a good atmosphere among many units, which has created a favorable internal environment for strengthening grassroots logistical management. However, the issue of the “inherent deficiencies” of the grass-roots masters’ logistics has not been tackled yet. At the grass-roots level, officials are indifferent; the emphasis on military work and light logistics management is still obvious; short-term behavior is outstanding, coping with superior inspection and long-term cost-cutting activities; and the problem of wanting to control the problem still remains. To a certain extent, these problems have affected and restricted the overall construction and development of grass-roots logistics.
