如何应对重大公共危机事件,对各国政府来说都是相当严峻的挑战和考验,对正在处于社会转型期的我国政府更是如此。公共危机的发生给政府形象既带来严峻的挑战,也可能带来重塑的契机,但由于现阶段政府部门存在着危机管理理念缺失、信息单向传播方式、应急处置相对缓慢等问题,严重制约着政府形象的建构和公信力的提高,政府部门如何秉承以人为本、诚信负责、公开透明、快速处置的原则,在危机事件中提高应对处置能力和执政水平,消除公众对政府的对立情绪和不信任感,重塑政府良好形象,是社会转型期政府必须深入思考并且亟待解决的重要课题。
