台南市是中国台湾最早开发的古城,也是中国台湾南部第二大城市,该地区拥有台湾传统且特有的古迹文化资产,为求在既有的文化发展条件基础上,创造出新的地方发展优势,近年来台南市行政当局积极推出系列性文化活动与建设。本研究以台南市为探讨核心,针对台湾地区台北市、台中市与高雄市地方文化行政资源与民间社群团体参与情势加以分析解构。研究结果发现,台南市文化行政资源虽相较有限,但地方文教社群团体基础却相对坚实。研究建议,台南市配合既定文化产业发展政策的同时,应可考虑兼重导引公私领域多元群体协力合作,借由公众参与促成地方发展资源的合理配置。
Tainan City is the earliest developed ancient city in Taiwan and the second largest city in southern Taiwan of China. The area boasts the traditional and unique cultural assets of historic sites in Taiwan. In order to create new advantages for local development based on the existing cultural development conditions In recent years, the Tainan administrative authorities have actively launched a series of cultural activities and construction. In this study, Tainan City is the core of the study, aimed at analyzing and deconstructing the participation of local cultural administrative resources and civil society groups in Taipei, Taichung and Kaohsiung in Taiwan. The findings show that although the cultural administrative resources in Tainan City are relatively limited, the foundation of local cultural and educational community groups is relatively solid. The study suggests that Tainan should, in conjunction with the development policy of established cultural industries, consider giving due consideration to the synergies among multiple groups in both the public and private spheres and promote the rational allocation of resources for local development through public participation.
