通过对全国12个省市2358所幼儿园的调研发现,我国不同地区学前教育成本分担的总体特征一是各地区均存在横向分担结构失衡问题,表现为家庭分担为主,政府分担为辅,社会力量缺失;二是地区间差异显著,存在“两极化”和“中部凹陷”现象。各级政府仍需加大财政投入总量,合理统筹、重点投入,重视质量监控,以促进各地区学前教育保质保量、均衡发展。
Through the survey of 2358 kindergartens in 12 provinces and cities in China, it is found that the overall characteristics of preschool education cost sharing in different regions in our country lie in the imbalance of horizontal sharing structure in all regions, which is mainly represented by family sharing, government sharing and social power The second is the significant difference between regions, there are “polarization ” and “central depression ” phenomenon. Governments at all levels still need to increase the total amount of financial input, rationally co-ordinate, focus on inputs, and attach importance to quality control so as to promote the quality and quantity of preschool education in various regions and to achieve balanced development.
