终身教育的体系构建是我国教育领域极受关注的一个问题。我国《教育法》自1995年颁布实施以来,于2015年12月第一次进行修订,其中有多项内容涉及终身教育。《教育法》是教育领域的母法,《教育法》修正案提出了完善终身教育体系的思路。“以人为本”“立德树人”与“教育公平”是我国发展终身教育的指导思想。在终身教育体系构建方面,着重加强学前教育、继续教育的制度建设,保持学习主体与学习内容的开放性,推进学习成果的互认和衔接。教育经费的投入上,以政府投入为主,重在通过改革吸引民间资本投入。《教育法》修正案具有很强的进步性和指导意义,但针对终身教育内容上也有不足之处,需辩证分析。
The system construction of lifelong education is one of the most concerned issues in the field of education in our country. Since the enactment of the Education Law of 1995 in our country in 1995, it was first revised in December 2015, with many of its contents pertaining to life-long education. The “Education Law” is the mother law in the field of education. The “Education Law” amendment puts forward the idea of perfecting the lifelong education system. “People-oriented ” “Lideshu people ” and “Education Equity ” is the guiding ideology for the development of lifelong education in our country. In the construction of a lifelong education system, emphasis should be placed on strengthening the system of preschool education and continuing education, maintaining the openness of learning subjects and learning content, and promoting the mutual recognition and convergence of learning achievements. Investment in education, mainly by the government investment, focusing on reform through attracting private capital investment. The amendment to the Education Law is very progressive and instructive, but there are also some shortcomings in the content of lifelong education, requiring a dialectical analysis.
