河北省委、省政府高度重视发展劳务输出工作,把促进农村劳动力转移就业作为解决“三农”问题、促进农民增收的重要举措。2005年全省农村劳务输工作取得明显成效,劳务输出总量达到440.6万人,占全省农村劳动力总量的16.2%。比2004年末净增70万人。52个扶贫开发重点县劳务输出达190.7万人,占劳务输出总量的43.2%。转移规模逐年增大。2005年农村劳动力向非农产业转移185万人次,完成任务目标的142%,比2004年增加24.6万人次。主要原因:一是各级政府和劳动保障部门对农村劳动力向非农产业转移工作高度重视。省政府把农村劳动力向非农产业转移任务作为考核各级政府政绩和工作情况的重要指标,明确责任,层层分解。省政府办公厅下发了《关于进一步改善农民进城务工就业环境的通知》,在完善农村劳动力就业服务、追讨工资、转移培训、参加养老、医疗、失业、
