中国人民银行、银监会2007年9月27日共同发布通知,要求严格住房消费贷款管理。通知要求,对已利用贷款购买住房、又申请购买第二套(含)以上住房的,贷款首付款比例不得低于40%,贷款利率不得低于中国人民银行公布的同期同档次基准利率的1.1倍。首付比例与贷款利率“双提高”的措施,很明显是为抑制已经拥有自有住房者的二次置业冲动,另则可以降低投资收益比。作为房地产市场调控“组合拳”中的最新一记,目标是对房地产市场上的投资热潮加以限制。第二套房信贷政策出台后,在购房者和房地产业界,或者说在全社会引起极大反响,各地在执行第二套房认定标准上也出现分歧。
People’s Bank of China and China Banking Regulatory Commission jointly issued a circular on September 27, 2007, demanding a strict housing consumption loan management.
