1 Attempts at Integrated Water Management In response to the rapid population growth of the 1960s, the Dutch government focused mainly on ensuring freshwater demand in the future. In the first water policy document (1968), the government reached consensus on some of the necessary activities that should be the first to be built on infrastructure for future use of potable and agricultural water. The literature also takes into account other issues such as pollutant emissions from the Rhine river and salinization problems caused by the North Sea. For water quality issues, the literature states that the content of ODS and other harmful substances should be reduced.
