人权外交由卡特政府正式提出以来,已经成为美国对外政策的基石,并与此前已大规模开展的对外援助产生了相互联系。这种联系表现在,一方面,促进海外人权发展成为美国对外援助的新目标,另一方面,《对外援助法》新增的人权条款为美国的对外援助制裁提供了法律依据。在政策实践中,卡特以来的美国历届政府都不得不在人权原则和实用主义之间寻求平衡。这种平衡,奥巴马政府把它概括为“坚持原则的务实精神”。
Human rights diplomacy, formally proposed by the Carter administration, has become the cornerstone of U.S. foreign policy and has been linked to the large-scale foreign aid that has been conducted before. On the one hand, the promotion of overseas human rights development has become the new goal of U.S. foreign aid. On the other hand, the new human rights provisions of the Foreign Assistance Law have provided the legal basis for U.S. foreign aid sanctions. In policy practice, successive U.S. administrations since Carter had to strike a balance between human rights principles and pragmatism. In this balance, the Obama administration generalizes it as “a pragmatic spirit of upholding principle.”
