2007年5月25日中共中央、国务院发布《关于加强青少年体育增强青少年体质的意见》。《意见》指出,确保学生每天锻炼一小时。中小学要认真执行国家课程标准,保质保量上好体育课,其中小学1~2年级每周4课时,小学3~6年级和初中每周3课时,高中每周2课时;没有体育课的当天,学校必须在下午课后组织学生进行一小时集体体育锻炼并将其列入教学计划;全面实行大课间体育活动制度,每天上午统一安排25~30分钟的大课间体育活动,认真组织学生做好广播体操、开展集体体育活动;寄宿制学校要坚持每天出早操。
