问题某市国土资源局批复的一个增减挂钩试点项目中,批准建新项目区总面积172公顷,其中:占用农用地面积116公顷(含耕地65公顷)、未利用地面积1公顷、存量建设用地55公顷;批准拆旧项目区总面积139公顷(规划复垦耕地面积118公顷),建新项目区总面积大于拆旧项目区总面积33公顷。审计部门在审计过程中认为此做法不符合国土资源部文件中“建新地块的总面积不得大于拆旧地块的总面积”的规定。请问,本案建新项目区总面积大于拆旧项目区总面积的做法是否违反有关规定?
Problem A municipal pilot project approved by the Land and Resources Bureau approved a total of 172 hectares of newly built project area, including 116 hectares of farmland (including 65 hectares of arable land), 1 hectare of unused land and stock of construction land 55 hectares; approve demolition of the project area a total area of 139 hectares (reclamation 118 hectares of arable land), the total area of new project area is larger than demolition of the project area of 33 hectares. In the course of auditing, the auditing department considered this approach as not in conformity with the provisions of the Ministry of Land and Resources document “The total area for building new land should not exceed the total area of demolished old land”. Excuse me, is the case that the total area of newly built project area in this case is larger than the total area of the demolished old project area violates the relevant provisions?
