文章认为，当前国内市场存在着民间资金雄厚与民间投资不旺，以及居民消费下降与居民储蓄上升两大反差；制约内需扩大主要是自我封闭、重复建设、地方保护，以及限制民营企业发展两大因素。由此，文章得出结论：解决当前内需不旺的根本途径是对内开放。搞好对内开放，一是要站在国民经济发展的高度，充分认识对内开放的战略地位和作用；二是真抓实干，抓出成果，干出实效。
The article holds that the current domestic market is rich in private capital and private investment is not good, as well as the decline in consumer spending and household savings rise two contrast; restricting the expansion of domestic demand is mainly self-enclosed, redundant construction, local protection, and limit the development of two private enterprises factor. As a result, the article concludes that the fundamental way to solve the current domestic demand is opening to the outside world. To do a good job of opening up internally, one must stand at the height of national economic development, fully understand the strategic position and role of opening up to the outside world, and second, work hard at actual work, grasp achievements and work hard to achieve actual results.
