一、总则 第一条 为全面贯彻教育方针,保证教育、教学工作的正常进行,依据《中华人民共和国教育法》、《中华人民共和国义务教育法》、《中华人民共和国教师法》及其有关政策规章,结合我省中小学实际,制定本暂行规定。 第二条 中小学校实行校长负责制。校长在上级党委、政府、教育行政部门的领导下,主持学校的教育、教学和其他行政管理工作。校长要全面贯彻党和国家的教育方针和政策,依靠全体教职工办好学校。学校应通过以教师为主体的教职工代表大会等组织形式,保障教职工参与民主管理和监督。 第三条 学校管理应遵循教育规 I.
