实现湖南经济跨越式发展,必须以江泽民同志“三个代表”重要思想为指导,进一步解放思想,转变观念,实施重点突破,通过加快工业化、信息化、城镇化进程和优势企业、优势产业、优势地区的超常规发展,带动全省经济发展水平的整体提升。一、抓住结构调整这条主线产业升级是实现跨越发展的关键环节。要坚持以企业为主体、以市场为导向、以技术进步为支撑,着力于提高二产业的规模和效益,使二产业成为我省经济增长和财政增长的主导力量;同时,通过调整所有制结构,加快非公有制经济发展,发挥资源和劳动力优势,大力发展中小企业,加大对中小企业的引导扶持力度,引导中小企业向专、精、特、新的方向发展。 In order to realize the leapfrog economic development in Hunan, we must take Comrade Jiang Zemin’s important thought of “Three Represents,” as guidance, further emancipate our minds, change our concepts and carry out major breakthroughs.
