抗战初期绥远省政中心西移陕坝,是晋绥抗战史上的一大事件。之所以促成这一局面,既涉及日本“满蒙政策”在绥远的推进,又与第二战区司令长官阎锡山的决策与指挥失误密切相关。当然,作为绥远省政府主席的傅作义,在绥远危急之时,奉阎锡山之令于役晋北,不能与绥民共同防边卫疆,则是一个不可或缺的重要原因。如果忽略了主观内因,也就难以全面反映这一历史事件。
In the early days of the Anti-Japanese War, the Suiyuan provincial administrative center moved to Shaanxi Province, a major event in the history of the Anti-Japanese War in Jin and Sui. The reason contributed to this situation is not only related to the promotion of Japan’s “Manchurian Policy” in Suiyuan but also to the decision-making and commanding mistakes of Commander-in-Chief Yan Xishan of the Second Theater. Of course, Fu Zuoyi, chairman of the Suiyuan provincial government, was an indispensable and important reason when Suiyuan was in a critical state, ordered by Yan Xishan to serve in northern Shanxi and could not jointly defend the border areas with Sui people.
