基于网络结构分解的视角,通过构建不同假设条件(CRS/VRS)下的关联网络DEA模型,对我国区域R&D活动效率进行了评价和分析。结果表明:我国的区域R&D活动效率,无论是技术效率还是纯技术效率,都普遍偏低,而且存在明显的省际差异;经济转化过程并不是R&D活动效率普遍偏低的主要影响因素;科技研发过程与经济转化过程之间不仅缺乏必要的联系,而且存在显著的不协调性;相对于技术效率和纯技术效率而言,较高的规模效率并没有导致区域R&D活动效率的过度低下;东、中、西部三大地区的R&D活动效率不仅存在显著的地区差异,而且其内部差异也非常显著。
Based on the network structure decomposition, this paper evaluates and analyzes the R & D activities in China's R & D activities by constructing the DEA model under different assumptions (CRS / VRS).
