食物权是国际人权法保障的一项人权,各缔约国在食物权下承担的义务具有域外适用性,并担负着国际合作的义务。当今的全球农业贸易体制已对许多发展中国家人民的食物权的充分实现构成了障碍,产生了深刻的负面影响。各国有义务摈除全球农业贸易体制中影响食物权实现的因素,抓住世界贸易组织新一轮回合谈判的机会,构建一个能够促进食物权在世界范围内充分实现的新型农业贸易体制。
The right to food is a human right guaranteed by international human rights law. The obligations of States parties under the right to food have the extraterritorial applicability and assume the obligation of international cooperation. Today’s global agricultural trade system has posed a barrier to the full realization of the right to food of many people in developing countries, with a profound negative impact. All countries have the obligation to remove the factors that affect the realization of the right to food in the global agricultural trade system and seize the opportunity of the World Trade Organization’s round of round negotiations to build a new agricultural trade system that can promote the full realization of the right to food in the world.
