同志们:行政会议一般地说是开得还好的,是有成绩的,两年多来我们完成了一系列的伟大而艰巨的任务,都是经过行政会议布置执行的。根据组织通则第十二条规定,行政会议应该是每周举行一次的。自一九四九年六日十二日省人民政府成立以来到今天为止,业已二年另十个半月,共计一百四十八周,而我们今天的行政会议是一百二十次。中间因两次各界人民代表会议与前后九次省府委员会议停开了约十三次。但我们的行政会议仍然是有缺点的。对于行政会议讨论的问题,每多临时提出,计划性与准备工作做得很不够。有些问题,不能及时解决,对于民主讨论的展开也不够充分。其所产生上述缺点,是由于对于会议的性质及其重要还认识不够。虽在长期工作中有着若干的改进,但适应形势的发展,我们认为仍有 Comrades: In general, the Executive Council is doing well and has achieved results. Over the past two years, we have completed a series of great and arduous tasks, all arranged and executed through the Executive Council. According to Article 12 of the General Rules of the Organization, the executive meeting should be held once a week. Since the founding of the People’s Government of the Province on the 12th of June, 1949, it has been another one and a half months for a total of 148 years in two years up to today. Our executive meeting today is 120. In the middle, the people’s congresses of all walks of life and the nine provincial and prefectural assembly members held a total of about 13 times. However, our Executive Council is still flawed. As for the issues discussed by the Executive Council, each and every interim proposal, planning and preparation are inadequate. Some problems can not be resolved in time, and the discussion of democracy is not enough. The resulting shortcomings are due to lack of understanding of the nature of the conference and its importance. Although there have been some improvements in long-term work, we are still in a position to adapt to the development of the situation
