据美国当地媒体报道,1997年5月份,美国联邦贸易委员会(FTC)曾倡议,一项产品的制造成本的75%在美国本地发生,就允许该产品使用“美国制造”标签。这一建议由于遭到美国各界工会组织及国会的反对而告失败。联邦贸易委员会于1997年12月1日宣布,美国将保持原有的“美国制造”标签规定,即欲使产品贴上“美国制造”标签,该产品价值的98%需是在美国制造的,产品中所含外国成份应不足2%。
According to local media in the United States, in May 1997, the Federal Trade Commission (FTC) had proposed that 75% of the manufacturing cost of a product in the United States would allow the product to use “Made in the USA” labels. This proposal failed because of opposition from trade unions in the United States and the National Assembly. The Federal Trade Commission announced on December 1, 1997 that the United States will maintain the original “Made in the USA” label that 98% of the value of the product is to be made in the United States if it is labeled “Made in the USA” Foreign elements contained in the product should be less than 2%.
