统筹城乡发展,并不是从外表上、形式上把农村变成城市,把农民变为市民。而应该从收入上逐步缩小城乡居民的收入差距,注重农民待遇与市民待遇的对等化。政府更应在政策上进一步加大向农村倾斜的力度,推动城乡经济社会统筹发展。 To co-ordinate the development of urban and rural areas does not mean turning rural areas into urban areas or turning peasants into citizens in appearance and form. Instead, it should gradually narrow the income gap between urban and rural residents and pay attention to the equalization of peasants and citizens. The government should further increase its policy of leaning toward the countryside and promote the overall economic and social development of urban and rural areas.
