论述审稿专家素质与期刊学术质量的一致性,分析了有的审稿专家素质缺陷的若干表现,如责任感不强、学术造诣欠高、人际关系欠和谐、门派观念尚存,提出了审稿专家队伍素质培养的对策措施:高起点遴选专家审稿人;开展形式多样的素质教育;建立健全专家审稿激励机制和监督机制;采取组织措施,优化队伍结构。
This paper discusses the consistency between the quality of peer reviewers and the academic quality of peer-reviewed journals and analyzes some performance defects of some peer-reviewers. For example, they lack of sense of responsibility, academic attainments are not high, interpersonal relationships are not harmonious, martial ideas still exist, The countermeasures and measures for the cultivation of the quality of the expert team are as follows: selecting experts reviewers from a high starting point; conducting various quality education in various forms; establishing and improving expert examination and reformation incentive and supervision mechanisms; and adopting organizational measures to optimize the team structure.
