随着知识经济的到来,知识创新、技术创新将成为未来社会文化的基础和核心,具有科技素养的人才资源能力建设,则成为基础教育阶段科技教育改革与发展的重大主题。2004年6月,联合国教科文组织科学助理总干事Walter Erdelen提出:“科学教育改革应该作为重要议题列入教科文组织的议程,应该在世界范围内推动该计划,并且着力于推动发展中国家的科学教育改革。”他在国际科学技术大会上号召世界各国教育界、科技界和政策制订者,“要为系统改革青少年科学和技术教育而共同努力。”[1]按照系统论的观点,科技教育是一个系统工程,其效果受很多因素影响。其中,科技教育的调控对科技教育
