1988年河南省机械电子行业组织全行业开展“价值工程年”活动。一年多来行业主管部门灵活应用VE的原理、思想、方法进行管理职能的转变。他们认真分析了我国技术落后,管理更落后的现实;分析了企业面临的资金、能源、原材料“三紧”的严峻形势。清醒地认识到产品质量差、物质消耗高、经济效益低的弊病。除了产业结构,产品结构不合理外,管理落后的因素要占50%以上。用事实向厂长们和全行业职工表明:管理就是生产力。管理里边确实有效益。向管理要效益,真正成为各级领导任期目标的一项重要工作内容。
In 1988, Henan Province’s machinery and electronics industry organized an industry-wide “Value Engineering Year” campaign. Over the past year or so, the industry’s competent departments have applied the principles, ideas, and methods of flexible application of VE to change management functions. They have carefully analyzed the reality that China’s technology is backward and its management is lagging behind; it also analyzes the severe situation of the “three tightness” of capital, energy, and raw materials that companies face. We are clearly aware of the disadvantages of poor product quality, high material consumption, and low economic efficiency. In addition to the industrial structure and the irrational product structure, over 50% of the management factors are backward. Using facts to show to plant managers and workers in the industry that management is productivity. There is indeed benefit in management. To be effective in management, it has become an important task for the leadership of all levels of leadership.
