上海是中欧应急管理合作项目的试点城市之一,自2013年以来,中欧双方在上海以“应急演练设计和实施优化”为主题,先后开展了进阶式应急演练方法培训、应急演练师骨干培训、专题工作坊、派员赴欧学习、综合应急演练方案编写等一系列试点活动。作为上海试点活动的收官之作,中欧双方于2016年5月11日至13日在上海化工区联合开展了全景式实战综合应急演练。演练模拟了强台风袭击后上海化工区多种次生灾害并发的极端情况,包括涉外企业化工装置 Shanghai is one of the pilot cities for the EU-China Emergency Management Cooperation Project. Since 2013, both China and the EU have been implementing the “Emergency Drill Design and Implementation Optimization” in Shanghai with the theme of “Advanced Emergency Training Methodology Training”, "Emergency Trainer Backbone training, special workshops, sending staff to study in Europe, preparation of a comprehensive emergency drills program and a series of pilot activities. As a culmination of the pilot project in Shanghai, both China and the EU jointly launched a panoramic real-combat comprehensive emergency response exercise in Shanghai Chemical Industry Zone from May 11 to 13, 2016.
