时下,很多人对执行难问题颇有微词,埋怨人民法院执行不力的俯拾皆是。事实上,人民法院也有很多难言之隐,因为外部还有很多方面的制约。可是,人民法院除了能够呼吁全社会建立良性执行环境以外,只有靠练内功来负重应对。于是,各地人民法院执行新招迭出,尽现有条件力破执行难。笔者对此赞赏其积极态度,又为他们的无奈担忧。 Nowadays, many people are rather trivial about the difficult implementation issue and blame the people’s courts for their poor implementation. In fact, there are many unspeakable people’s courts because there are many external constraints. However, apart from being able to appeal to the whole society to establish a virtuous implementation environment, the People’s Court can only cope with its own internal strength. As a result, the people’s courts around the country have implemented new moves and made every effort to break the existing conditions. I appreciate this positive attitude, but also for their helplessness.
