1988年到1990年,全国金融系统立案查处的案件有15000多起,涉及金额9亿多元,被追究刑事责任和受各种处分的17000多人。这些案件大都发生在基层行、处、储蓄所和信用社,大都发生在储蓄、会计、出纳、信贷和计划专业,30岁以下作案的占多数,过半数是内外勾结或合伙作案。透过这些特点,我们不难看出当前职工队伍建设中的工作问题,必须引起各级决策者的高度重视。问题之一:重机关,轻基层。县支行和城市办事处从事具体业务经营,工作千头万绪,占有全系统80%以上的人力,是经营管理工作的重点。然而我们的经营管理工作却表现出重机关管理,轻基层管理
From 1988 to 1990, more than 15,000 cases were investigated and dealt with on a nationwide basis by the financial system involving more than 17 million people who were held criminally responsible and punished by various sanctions for more than 900 million yuan. Most of these cases occurred in grass-roots banks, offices, savings banks and credit unions. Most of them occurred in savings, accounting, cashier, credit and program specialties. Most of them were under the age of 30, and over half were colluding with or engaging in criminal acts. Through these characteristics, we can easily see that the work problems in the current workforce construction must be given high priority by policy makers at all levels.
