1988年初,盐城市新兴镇经过深入探索研究,制定出一套比较完整的干部报酬改革制度。其做法是: 1、因村制宜,合理定编,一般村配备党支部书记、村民主任、会计辅导员三名主要干部。有的村超过500户、10个组或工副业产值达百万元、利润10万元的,可增设一名主要干部。除党支部书记外,其他主要干部一般都交叉兼职,如古河村村民主任兼任会计辅导员,双烈村会计辅导员兼任民调主任,合理定编后全面考核村级干部,进行合理调整,让有才能的中青年干部担任实职,使年老体弱的干部自觉退职,把不能胜任本职工作的人员调整
