1979年4月2日至6日在法国巴黎联合国教科文组织(UNESCO)总部举行了为期五天的国际地震预报讨论会。这是由联合国教科文组织主持召开的有史以来首次世界性的以地震预报为主题的最大的国际会议。联合国教科文组织为此国际会议作了较长时间的准备工作,先后于1977年7月和1978年10月召开过两次预备性的专家咨询会议。参加1978年10月的预备性会议的有来自中国在内的各国地震专家167人,会议商讨了大会的有关事宜和议程,并审议了各国提出的106篇学术论文,最后确定16个国家的72篇与地震预报直接有关而未发表过的论文在大会上宣读讨论(不包括地震地质与区划方面的)。这次国际地震预报讨论会有56个国家和地区性组织的318人参加,我国派出以顾功叙为团长的代表团一行20人出席,另有美国37人、苏联20人、日本15人、英国16人、意大利13人、南斯拉夫7人、法国63人等。新西兰埃维森(F.F.Evison)教授担任会议主席,特邀我顾功叙教授主持了最后一天的大会。会间我代表与各国同行进行了较广泛的接触与交谈。本文着重概括地介绍了会议的七个专题组论文内容要点,并对会议总的评述和对我国地震工作的反应作了扼要叙述。此外,还附有外国电讯对会议概况及联合国教科文组织副总干事梅厄(Federico Mayor)和联合国教科文组织地球科学司司长富尼埃·达尔贝(E.M.Fournier d’Albe)在会上讲话所作的简要报道。
April 5-6, 1979 A five-day International Symposium on Earthquake Prediction was held at the headquarters of UNESCO in Paris, France. This is the first ever world-wide largest earthquake-prediction conference under the auspices of UNESCO. UNESCO made a long time preparatory work for this international conference, and successively held two preparatory expert consultation meetings in July 1977 and October 1978 successively. There were 167 earthquakes experts from China, including those from China, who participated in the preparatory meeting held in October 1978. The meeting discussed the issues and agenda of the congress and reviewed 106 academic papers submitted by various countries, finally determining the number of earthquakes in 16 countries Papers directly related to earthquake prediction but unpublished papers were presented at the conference (excluding seismic geology and zoning). The International Seismic Forecasting Seminar was attended by 318 people from 56 countries and regions. Our delegation sent 20 delegations headed by Gu Gongxu as head of the delegation, and another 37 were from the United States, 20 from the Soviet Union, 15 from Japan, and 15 from the United Kingdom 16, Italy 13, Yugoslavia 7, France 63 and so on. Professor F.F.Evison of New Zealand served as chairman of the conference and invited me Professor Gu Gongsu to preside over the final day of the conference. During the meeting, on behalf of our counterparts in various countries conducted a wider range of contacts and conversations. This article gives a concise introduction to the key points of the seven thematic papers of the conference and gives a brief account of the general comments on the conference and the response to the earthquake work in our country. In addition, a briefing by foreign telecoms on the conference was presented together with Federico Mayor, Deputy Director-General of UNESCO and EMFournier d’Albe, Director of the Division of Earth Sciences at UNESCO.
