目前,编制外人员已成为科研事业单位人才队伍的重要组成部分,在使用编制外人员过程中,由于缺乏健全的管理机制,编制外人员提出维权诉讼的情况时有发生,影响了科研单位的运行和发展。文章以中国热带农业科学院橡胶研究所为例,通过剖析编制外用工管理中存在的问题和隐患,提出加强编制外人员技能培训、强化思想引领、建立相应的绩效考核及晋升通道、规范用工管理、尝试用工新方式等对策,以期促进科研事业的良性发展。
