随着我国经济体制由计划经济向市场经济的转变,逐步完善的市场用人机制的确立,军地两用人才的培训、开发使用正面临许多困难。军队培训的两用人才就业于城镇的,技术难以适应现代化工业企业建设的需要,返乡的,专业与农村建设偏离度太大。怎样才能摆脱这种困境呢?只有加大对军地两用人才培训的投入,进一步完善培训体系,不断健全培训机构,逐渐走规范化职业化培训的路子,才能适应市场经济发展的需要,实事求是地培养与市场接轨的人才。
As China’s economic system changes from a planned economy to a market economy, the gradual improvement of the market-based employment mechanism and the training and development of dual-purpose military personnel are facing many difficulties. Two-skilled military training personnel employed in urban areas, technology is difficult to adapt to the needs of the construction of modern industrial enterprises, return home, professional and rural construction deviation is too large. How can we get rid of this dilemma? Only by increasing investment in military and civilian personnel training, to further improve the training system, continuously improve the training institutions, and gradually follow the path of standardized training in order to meet the needs of the development of the market economy, seek truth from facts, train qualified personnel in line with the market.
