2013年一季度,房地产市场继续去年年底以来的景气回升态势。房屋交易量大幅回升;房价涨幅逐月扩大,90%以上城市房价上涨;商品房屋新开工面积增幅增加;房地产开发投资和土地购置活动景气好于去年全年。预计2013年上半年商品房销售面积同比增幅回落,房地产开发投资增速基本保持年初水平,房价继续保持稳中有升态势,但涨幅减小。建议采取区域差别化调控政策;加强监管,提高调控政策执行效力;规范住房租赁市场,引导理性的住房消费模式。
In the first quarter of 2013, the real estate market continued its upward trend since the end of last year. Housing transaction volume rebounded sharply; housing price increases month by month, housing prices in more than 90% cities; new housing starts increased; real estate development investment and land acquisition activity is better than last year. It is expected that the sales area of commercial housing will drop in YoY growth rate in the first half of 2013, and the growth rate of real estate development and investment will basically maintain the level of the beginning of the year. The housing prices will continue to maintain a steady growth but decrease. It is suggested to adopt a policy of regional differential regulation and control; to strengthen supervision and control and enforce the effectiveness of regulatory policies; to standardize the housing lease market and to guide rational housing consumption patterns.
