目的评价北京市消毒产品卫生监督人力资源配置状况及公平性,为科学配置卫生监督人力资源提供参考。方法运用基尼系数法和集中指数测量法,评价和描述北京市消毒产品卫生监督人力资源配置状况,比较该岗位人力资源公平性。结果北京市共有消毒产品卫生监督执法人员100名,平均年龄为37.67岁,53%为男性,47%为女性。北京市消毒产品卫生监督人力资源按人口分布的公平性基尼系数为0.097,城区为0.214,郊区为0.227。该岗位人力资源按地域面积分布的公平性基尼系数为0.497,城区为0.378,郊区为0.344。集中指数为-0.177。结论北京市消毒产品卫生监督人力资源在年龄、性别、学历、所学专业以及从事卫生监督执法工作年限方面均有较好的配置,但应进一步提高该岗位人力资源地理分布的公平性。
Objective To evaluate the status and fairness of human resource allocation in sanitation supervision of disinfectant products in Beijing and to provide reference for scientific allocation of human resources for health supervision. Methods Gini coefficient method and concentration index measurement method were used to evaluate and describe the status of human resource allocation in sanitation supervision of disinfection products in Beijing and to compare the fairness of human resources in this position. Results A total of 100 health supervision and law enforcement personnel of disinfection products in Beijing were enrolled. The average age was 37.67 years, 53% were males and 47% were females. The fairness of the human resource distribution by geographical area is 0.497 for Gini coefficient, 0.378 for urban area and 0.344 for rural area. The concentration index is -0.177. Conclusion The health supervision human resource of disinfection products in Beijing has a good allocation in terms of age, sex, education background, majors and the number of years of health supervision and law enforcement. However, the geographical distribution of human resources in this post should be further improved.
