针对当前工程项目设计阶段监理过程中存在的问题，认为加强设计阶段的事前、事中控制是提高监理成效的关键，并就具体监理内容及手段进行论述。
In view of the problems existing in the supervision process of the current design phase of the project, it is considered that strengthening the control in advance and during the design phase is the key to improving supervision effectiveness, and discusses the content and means of specific supervision.
