为人民服务是党和军队的宗旨,以人为本是科学发展观的核心。二者提出时代不同,但政策地位相近,基本精神一脉相承,以人为本就是要为人民服务。但二者又不完全等同。明确提出坚持以人为本,是中国共产党执政理念的一次重要升华。从总体上看,二者的提出时代、参照系、论理层次有别;从中心词看,“人”与“人民”二者的外延、内涵、概念类型有别;从理念上看,理论视阈、规范强度、与民关系、人性假设有别。 Serving the people is the tenet of the party and the army and people-oriented are the core of the scientific concept of development.
